The NWSL's Rodman Rule, explained
The High Impact Player rule is the NWSL's first real exception to its salary cap, and it was born out of a fight over one contract. We covered it on the show from the backlash in January through the record deals that followed. Here's how the rule works, who it's for, and why the players union pushed back.
Key takeaways
- The High Impact Player rule lets each NWSL club spend up to $1 million over the salary cap on players who meet at least one of eight marketability or performance criteria. It took effect July 1, 2026.
- It was nicknamed the Rodman Rule because the league created it weeks after vetoing a four-year, back-loaded Washington Spirit offer to Trinity Rodman.
- The NWSL Players Association opposed it, arguing a change to salary structure has to be collectively bargained and that very few players would qualify.
- Rodman re-signed with the Spirit on a three-year deal reportedly worth over $1 million a year, the richest in women's soccer at the time, and Catarina Macario's $8 million, five-year deal with San Diego topped it weeks later.
How the rule works
| Extra spending | Up to $1 million over the salary cap per club, growing at the same rate as the cap |
|---|---|
| Who it can go to | One player, or split among several, as long as each qualifies |
| Minimum cap charge | Each player receiving it must count at least 12% of the base cap |
| Effective | July 1, 2026 (clubs could sign players earlier if the extra money wasn't needed until then) |
For scale, the NWSL salary cap was $3.3 million in 2026, rising past $5 million by 2030, with a minimum salary around $50,000 (Episode 10). One qualifying player can now be paid close to a third of a normal team's entire payroll on top of it.

Who qualifies
A player needs to meet at least one of eight criteria:
- SportsPro's top 150 most marketable athletes, in the year before the season
- Top 30 in Ballon d'Or voting, in either of the prior two years
- Top 40 in the Guardian's top 100 players, in either of the prior two years
- Top 40 in ESPN FC's top 50 players, in either of the prior two years
- Top 11 in USWNT minutes among field players over the prior two calendar years
- The top USWNT goalkeeper by minutes over the prior two calendar years
- An NWSL MVP finalist in either of the prior two seasons
- NWSL Best XI First Team in either of the prior two seasons
Half the list measures marketability and global rankings rather than NWSL performance, and the two USWNT-minutes criteria only help American players. That's why the players union argued so few players would ever benefit. (Episode 3)
How it started: the Trinity Rodman veto
- Late 2025. The Washington Spirit offer Rodman, a free agent, a four-year deal averaging more than $1 million a year, back-loaded in the hope that a new TV deal in 2028 would cover the later years. Commissioner Jessica Berman vetoes it as an attempt to get around the cap. (Sportico)
- December 2025. The NWSL Players Association files a grievance, arguing scaled contracts are legal under the CBA. The league tells the union about a new cap exception on December 11. The board approves the High Impact Player rule on December 23. (ESPN, Episode 4)
- January 2026. The union demands the rule be rescinded and collectively bargained, and says it would benefit only a small share of players. (Episode 2, Episode 3)
- Late January. Rodman re-signs with the Spirit on a three-year deal reportedly worth over $1 million a year, with up to $2 million possible through incentives, making her the highest-paid women's footballer in the world. The shorter term sidesteps the fourth-year cap problem, and the league calls the deal "proof of concept." (Episode 4)
- March 2026. Catarina Macario signs an $8 million, five-year deal with the San Diego Wave, clearing the bar Rodman had just set. (Episode 11)
- July 1, 2026. The rule takes effect, as the European season ends and stars like Sam Kerr become available. (Episode 20)
Why it matters
The NWSL's labor fights have a different shape from the WNBA's. NWSL players can leave for well-funded clubs in Europe, and the top European salaries keep rising: Khadija Shaw's Manchester City deal, around $2.3 million a year, set a new high in June (Episode 22). The High Impact Player rule is the league's answer to that competition. The union's objection isn't that stars should earn less; it's that the league changed how players get paid without bargaining over it, in a way that helps a handful of them. (Episode 3)
It also started a chain reaction. Rodman's deal set the bar in January. In February came the second- and third-largest transfer fees in NWSL history, with Croix Bethune going to Kansas City for about $1 million and Claire Hutton to Bay FC for $1.1 million (Episode 7). In March, Macario's deal raised the bar again (Episode 11).

Frequently asked questions
What is the NWSL High Impact Player rule?
A salary cap exception that lets each club spend up to $1 million above the cap, growing at the same rate as the cap, on players who meet at least one of eight criteria. The money can go to one player or be split among several, and each player receiving it must carry a cap charge of at least 12% of the base cap.
Why is it called the Rodman Rule?
The league introduced it in December 2025, shortly after Commissioner Jessica Berman vetoed a four-year Washington Spirit offer to Trinity Rodman that she said was structured to get around the cap. Fans and media tied the new rule to Rodman's situation immediately.
Who qualifies as an NWSL High Impact Player?
Players who meet at least one of eight criteria, including a SportsPro top 150 most marketable athletes ranking, top 30 in Ballon d'Or voting, top 40 in the Guardian or ESPN FC player rankings, heavy recent USWNT minutes, an NWSL MVP finalist spot, or NWSL Best XI First Team, most within the prior two years.
When did the Rodman Rule take effect?
July 1, 2026. Clubs could sign qualifying players before then, as long as the extra money wasn't needed until July 1.
Why did the NWSL Players Association oppose the rule?
The union argued that a change to how players are paid should be collectively bargained, not adopted by the league's board, and that the criteria cover only a small share of players. It also filed a grievance over the league's veto of the original Rodman offer.
How much does Trinity Rodman make?
Her three-year deal with the Washington Spirit, signed in January 2026, is reportedly worth over $1 million a year, with up to $2 million possible through incentives.
